I. INTRODUCTION

A. Follow]up to the first report on the situation of human rights defenders in the Americas

1. The purpose of this report is to follow up on the recommendations made by the Inter]American Commission on Human Rights (hereinafter, the Commission, Inter] American Commission, or IACHR) in its Report on the Situation of Human Rights Defenders in the Americas,1 published on March 7, 2006 (hereinafter, the 2006 report), as well as to provide an update on the standards of international law in this area.

The Governing Board of the OPEC Fund for International Development (OFID), meeting in its 137th Session, has approved over US$160 million in new loans and grants to pursue socio-economic development in partner countries. The loans are as follows:

Between October 10th and 20th 2011, Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua, have been harshly impacted by Tropical Depression 12E (TD 12E), that generated extremely intense rainfalls. Information indicates that around 2.5 million people have been affected. This demonstrates Central America high vulnerability to extreme climatic events, which consequences are exacerbated by deforestation, soil erosion and high density of population in areas at risk.

El segundo embarque de equipo para prevención de desastres, procedente de España fue entregado a COPECO, en cumplimiento al Contrato Comercial de Equipamiento para Observación Medioambiental y Protección Civil, que Honduras suscribió con ese país europeo.

España aprobó a Honduras un contrato de préstamo no reembolsable, por un monto de quinientos millones de lempiras, que serán entregados en equipo y material de última generación para modernizar el Sistema de Alerta Temprana (SAT) de COPECO, y para la atención a emergencias.
