  1. Context

During the last years, the rapid expansion of non-political organized armed actors such as drug cartels, street gangs (maras) and organized crime groups has increased the level and intensity of violence in the Northern Triangle of Central America (NTCA - covering Guatemala, Honduras and El Salvador) and Mexico. The humanitarian consequences of this phenomenon are comparable to the ones experienced during the civil wars that plagued the region at the end of the 20th century.

• HONDURAS: Some 1,620 people were affected and 335 houses damaged by the rains.

• GUATEMALA: 4,000 affected by five days of rain, totaling 42,000 people affected in the year 2011.

• BOLIVIA: Santa Cruz is in state of alert for an AH1N1 outbreak. There are 300 confirmed cases.

EL Gobierno de la República de Honduras aprobó la Política de Estado para la Seguridad Alimentaria y Nutricional de Largo Plazo en el año 2006, de la cual derivó un Plan Estratégico para su Implementación que finalizó en el 2009. Por su importancia el gobierno del presidente Porfirio Lobo Sosa asumió esta Política de Gobierno que trasciende varios periodos gubernamentales, para asegurar la continuidad de los procesos.

These briefs have been elaborated in the framework of the collaboration of FAO and UN-HABITAT, as part of the Natural Disasters Initiatives under the Inter-Agency Standing Committee for Humanitarian Assistance work. Their objective is to raise awareness of key government and humanitarian actors on the importance of addressing land tenure issues in natural disasters. Human and economic losses caused by natural disasters have dramatically increased on a global level over the past century as a consequence of unplanned urbanization, overexploitation of natural resources, inequity and, according to most experts, the effects of climate change. Earthquakes, floods and storms caused USD34 billion in economic losses in the period 2000–2009, compared with losses of USD729 million in the 1940s.
