FAO Desert Locust Bulletin No. 363 - 31 Dec 2008

General Situation during December 2008

Forecast until mid-February 2009

In early December, there was a sharp increase in locust activity in NW Mauritania. As vegetation began to dry out in the Zgueimir area east of Nouakchott, solitarious hoppers concentrated and increased in density (up to 20 locusts/sq. metre), fledged and formed small groups of adults. The infestations, which originated from local breeding during the autumn, were confined to a relatively small area that was difficult to access because of sand dunes.

Somalia: To move beyond the failed state - ICG report

Nairobi/Brussels, 23 December 2008

EXECUTIVE SUMMARY AND RECOMMENDATIONS

Since 1991 Somalia has been the archetypal failed state. Several attempts to create a transitional set-up have failed, and the current one is on the brink of collapse, overtaken yet again by an Islamist insurgency, despite the support of an Ethiopian military intervention since December 2006. Over the last two years the situation has deteriorated into one of the world's worst humanitarian and security crises. The international community is preoccupied with a symptom - the piracy phenomenon - instead

Sudan asks UN for aid for Eritrean, Somali refugees

CAIRO, Dec 22 (Reuters) - At least 18,000 Eritrean and Somali refugees have arrived in Sudan since the start of the year, and the government is struggling to provide them with aid, a Sudanese government official was quoted as saying on Monday.

The official, quoted by the Egyptian state news agency MENA, said the United Nations had not done enough to help Sudan cope with the influx. "What aid has arrived is modest compared to the number of refugees," the Commissioner for Refugees in Sudan, Mohammed Ahmed al-Aghbash, told MENA, putting the number of Somali refugees at around 5,000.
