HIGHLIGHTS
At the end of the CAP 2005 cycle, 31 December 2005, the donor response to the CAP 2005 stands at 64% of the total requirement of US $ 156.7 million. Over 70% of the resourced funding went to food aid. The donor funding to the non-food sector such as basic recovery, health and nutrition, water and sanitation, and coordination and support has been low. Thus most of the projects in the non-food sector are either implemented from core budget or partially implemented or could not be implemented at all.

Yemen offers to mediate between Ethiopia, Eritrea

ADEN, Yemen, Dec 29 (AFP) - Yemen has offered to mediate to ease escalating tensions between the neighbouring east African countries of Ethiopia and Eritrea, the SABA official news agency reported Thursday.
President Ali Abdullah Saleh "announced Yemen's readiness to mediate between the two countries, or play any role that might help to ease tension and serve regional stability," he was quoted as saying as leaders of the Sanaa Forum met for a two-day summit.

German aid group hands over 90 housing units in Ethiopia

Addis Ababa (dpa) - Ninety low-cost housing units built by the German technical Cooperation (GTZ) with funding from the European Union (E.U.) have been handed over to displaced families in Ethiopia, the local press reported Thursday.
The recipients, in the town of Woldiya, some 520 kilometres north of Addis Ababa, are among thousands who were displaced from their homes from various parts of Eritrea during the 1998-2000 border conflict between the two countries, the Amharic language government daily Addis Zemen reported.

Military situation in area separating Ethiopia from Eritrea 'potentially volatile'

The military situation in the Temporary Security Zone (TSZ) separating Ethiopia and Eritrea remains 'tense and potentially volatile,' a spokesman for the United Nations peacekeeping mission there, which has been forced to relocate some staff because of Eritrean demands, said today.

Troop movements have been noticed on both the Ethiopian and Eritrean sides, an UNMEE spokesman told a press briefing in the region today. The two countries fought a bitter war between 1998 and 2000 over a border dispute which remains unresolved to this day.

Ethiopia: Ban on UN flights still in place

ADDIS ABABA, 29 December (IRIN) - Eritrea's ban on UN helicopter flights in its airspace is still in place despite UN Security Council demands that the restriction be lifted, the UN said on Thursday.

Eritrean and Ethiopian troop movements along their contested 1,000-kilometre border were also continuing, the UN Mission in Ethiopian and Eritrea (UNMEE) said in a statement released in the capitals of both countries, Addis Ababa and Asmara.

Eritrea banned the flights on 5 October.

UNMEE press briefing notes 28 Dec 2005

POLITICAL:
On 22 December 2005, UNMEE Officer in Charge Ambassador Ennifar met with H.E. Dr. Tekeda Alemu, Ethiopian Minister of State for Foreign Affairs. They exchanged views on the recent developments in the peace process.

UNMEE Officer-in-Charge also attended a Medal Parade for JorBatt 10 on 24 December, at Adi Quala, Eritrea, in Sector Centre.

On 27 December, UNMEE Officer-in-Charge met with Mr. Arman Aardal, the Charge d'Affaires of Norway in Asmara. They exchanged views on the current situation in the peace process.

The military situation in and around the Temporary Security Zone (TSZ) that separates Ethiopian and Eritrean forces remains tense and potentially volatile, even though Ethiopian troops have started pulling back in accordance with Security Council demands, the United Nations mission keeping the truce in the region said today.
The UN Mission in Ethiopia and Eritrea (UNMEE) said that the Eritrean Government's ban on its helicopter flights is still in place, and restrictions continue on the movement of peacekeepers inside certain sectors of the TSZ.

ADDIS ABABA, 22 December (IRIN) - Eritrea triggered a two-year war with Ethiopia and violated international law when it invaded its neighbour in May 1998, the Eritrea-Ethiopia Claims Commission (EECC) has ruled.

Even though Eritrea has been blamed for starting the conflict, however, both countries are likely to receive compensation for breaches of international law during the fighting, which claimed the lives of 70,000 and cost each country - two of the world's poorest - US $1 million a day.

On 15 December, UN Under-Secretary-General Jean-Marie Guéhenno briefed representatives of the P-5 and "Friends of UNMEE" accredited to Asmara on the deliberations of the Security Council following Eritrea's decision to expel UNMEE staff members of certain nationalities. He apprised them of the Council's decision to temporarily relocate some UNMEE staff to Ethiopia, including some that were not affected by the expulsion order. ADDIS ABABA, 19 December (IRIN) - A European Union envoy has urged the international community to continue to press for the easing of tensions between Ethiopia and Eritrea in order to avert a new war in the Horn of Africa.
