A major food emergency is affecting the Horn of Africa, in particular Ethiopia and Eritrea, following sporadic and well below average rains during 2002. Overall, between 12 and 16 million people in the Horn of Africa are expected to be in immediate risk during 2003. Some 2-2.5 Million Metric Tons of food assistance from the international community will be needed to prevent a humanitarian disaster. Eritrea/Ethiopia: Civilians repatriated

Asmara/Geneva (ICRC) - On Saturday, 28 December, 154 Eritrean civilians were repatriated from Ethiopia under the auspices of the International Committee of the Red Cross (ICRC).

They crossed the border at Mereb bridge, between the towns of Rama, Ethiopia and Adi Quala, Eritrea. Five of the 154 were children, who were reunited with their families in Eritrea. In the course of same operation, an Ethiopian child was repatriated from Eritrea to be reunited with his family.

Time running out for long-exiled Eritreans

KHARTOUM, Dec. 30 (UNHCR) - As the clock winds down towards the year-end cessation of refugee status for more than 320,000 Eritreans in Sudan, thousands are coming forward seeking continued refugee protection while others are asking to be taken home or applying to remain as immigrants.
The number of Eritreans seeking interviews to determine their need for continued refugee protection has more than doubled in two weeks as the Dec. 31 deadline approached.

98 Ethiopians, 3 Eritrean civilians repatriated

Ninety-eight Ethiopian civilians have been repatriated from Eritrea to Ethiopia last week under the auspices of the International committee of the Red Cross (ICRC). According to the ICRC, they crossed the border between the towns of Rama (Ethiopia) and Adi Quala (Eritrea). On the same day, in a different ICRC operation, three Eritrean civilians coming from Ethiopia arrived by air in Asmara where they were reunited with their families.

Eritrea-Ethiopia: New UNMEE deputy representative appointed

NAIROBI, 23 Dec 2002 (IRIN) - The UN Secretary-General Kofi Annan has appointed a new deputy special representative for the UN mission for Ethiopia and Eritrea (UNMEE).
Angela Kane, a German national, currently the Director of the Americas and Europe Division of the UN's Department of Political Affairs, would be based in the Eritrean capital, Asmara, a UN statement said on 20 December. She will be one of two UNMEE deputy special representatives. The other deputy, Cheikh-Tidiane Gaye, is based in the Ethiopian capital, Addis Ababa.

The Horn of Africa needs support in the new year to help avoid future crises
As December draws to a close, CARE International staff in Ethiopia are distributing available food aid to help fend off hunger in the Oromiya and Afar regions, in districts east of Addis Ababa. Food aid distribution begun in September has prevented malnutrition from getting worse. But new estimates suggest that 11.3 million people will need continued food support into the new year. In adjoining Eritrea, over one million out of a total population of four million people face a food shortage.

NAIROBI - As devastation wreaked by drought silently exhausts people's ability to cope, the UN World Food Programme is increasingly concerned that food supplies will be insufficient to care for almost one million Eritreans in the coming months.
WFP has only received US$9 million of food and cash contributions against last month's US$105 million request for food, part of a UN inter-agency appeal for 2003. From previous relief operations, WFP has enough food aid stocks to last until March/April 2003. However, unless firm donations are urgently made within the next few weeks,

NAIROBI, 20 December (IRIN) - The UN's World Food Programme on Friday warned there would not be enough food supplies to care for about one million Eritreans in the coming months.
In a statement, Patrick Buckley - the WFP country representative for Eritrea - said the prospect of thousands starving was a "stark reality".

"Ships carrying food aid from abroad take months to arrive," he stated. "Considering the magnitude of the crisis at hand, each day is critical."

Secretary-General appoints new Deputy Special Representative for Ethiopia and Eritrea

The Secretary-General has appointed Angela Kane of Germany as Deputy Special Representative for the United Nations Mission in Ethiopia and Eritrea (UNMEE). The appointment is at the Assistant Secretary-General level. Ms. Kane will be based in Asmara, Eritrea. A second Deputy Special Representative, Cheikh-Tidiane Gaye, is based in Addis Ababa, Ethiopia.

Ms. Kane is currently Director of the Americas and Europe Division, Department of Political Affairs. She has been working for the United Nations for 25 years in a variety of political and managerial functions.
