EU to send envoy to Ethio-Eritrean conflict

ADDIS ABABA, Dec 29 (AFP) - The European Union is to send a special envoy to the Horn of Africa to support the efforts of the Organisation of African Unity (OAU) to resolve the war between Eritrea and Ethiopia.

Western diplomats here on Wednesday named the representative as Rini Serri of Italy and said he would be sent in January.

Ethiopia gets details on key OAU peace plan chapter: official

ADDIS ABABA, Dec 27 (AFP) - The Organisation of African Unity has sent Ethiopia documents detailing a key chapter in the OAU's plan for peace with Eritrea, a government source said Monday.

Both Ethiopia and Eritrea have accepted the OAU plan in principle, but Addis Ababa has objected to so-called Technical Arrangements, insisting that Asmara's forces withdraw to positions held before war broke out in May 1998.

"Written documents from the OAU were handed over to us on December 21," said an Ethiopian official who requested anonymity.

1,500 Eritreans expelled by Ethiopia on Christmas day: Eritrea

ASMARA, Dec 26 (AFP) - Ethiopia is deporting an additional 1,500 Eritreans, sending them out of Addis Ababa on Christmas Day, Eritrean presidential adviser Yemane Ghebremeskal said Sunday.

The trip to the border takes several days. Ethiopia has expelled more than 65,000 Eritreans since May 1998, when war broke out along the 1,000-kilometre (600-mile) border between the two Horn of Africa neighbours, according to Eritrean figures.

Wednesday, 22 December 1999: Humanitarian favouritism is threatening the lives and future of the most needy children and women in the developing world, UNICEF warned today at the launch of its annual humanitarian appeal for children and women in countries in crisis.
The children's agency urged the donor community to take a second look at recent patterns in emergency giving that have substantially funded publicized crisis spots while leaving several of the world's most disadvantaged countries wanting.

The Somali National Alliance (SNA) faction of Hussein Aideed says it has now complied with all the provisions of an accord signed in Addis Ababa recently, namely the departure of rebel Ethiopian Oromo Liberation Front (OLF) leaders from Somalia. In a press statement, received by IRIN, the SNA recalled that the agreement signed in October between the Ethiopian government and Aideed contained four points for the Somali side to implement. Addis Ababa appeals for food aid to civilians on war front

ADDIS ABABA, Dec 20 (AFP) - Addis Ababa on Monday appealed for emergency food aid for ethnic Afars stranded on the eastern front of Ethiopia's border war with Eritrea.

"The Afar people living in the Bada area are quite isolated and are particularly in need of relief assistance," the government said in a communique, adding that people in the central Zala Anbesa-Egala region were also suffering from malnutrition.

Both areas are occupied by Eritrean troops, and no international relief organization is working in the area, humanitarian sources said.

Ethiopian leader explains objections to Horn peace plan

ADDIS ABABA, Dec 14 (AFP) - Ethiopian Prime Minister Meles Zenawi on Tuesday detailed objections to a peace plan sponsored by the Organisation of African Unity (OAU) to end his country's border war with Eritrea.

"Prime Minister Meles Zenawi explained in detail the objections of Ethiopia concerning the technical arrangements" of the peace plan, a diplomat told AFP.

Serious Food Shortages in East Africa, FAO Says

ROME (Reuters) - Serious food supply difficulties are emerging in parts of east Africa, mainly due to unfavorable weather, civil conflicts and pests, the U.N. Food and Agriculture Organization said in a report released Wednesday.

Food Aid to Refugees and Afflicted Persons in Africa, the Sudan and Kosovo

The Government of Japan has decided to extend through the World Food Programme (WFP) food aid totaling 4,100 million yen to refugees and other afflicted persons in Africa, the Sudan and Kosovo, who are facing a severe food shortage because of civil war and other causes. Notes to this effect, covering three types of aid, were exchanged on December 14 (Tue) in Rome between Mr. Hiromoto Seki, Japanese Ambassador to Italy, and Ms. Catherine Bertini, Executive Director of the WFP.

Eritrea/Ethiopia: Meeting between Minister Dini and the President of the State of Eritrea

Rome, 13 December 1999 - The Minister for Foreign Affairs, Lamberto Dini, met the President of the State of Eritrea, Isaias Afeworki at the Farnesina today. Under-Secretary of State for Foreign Affairs, Rino Serri, also attended the meeting.

Talks concerned the conflict between Ethiopia and Eritrea, with regard to which Foreign Minister Dini reaffirmed as he did last week to the Minister of Foreign Affairs of Ethiopia Italy's full support for the mediation action carried out by the Algerian Presidency of the Organization for African Unity. In such a context, Italy hopes that
