SITUATION

1. EARLY MORNING MONDAY 26 APRIL 1993, TAPARTO RIVER IN NORTHWEST COLUMBIA BURST ITS BANKS, CAUSING FLASH FLOODS WHICH SWEPT AWAY PEOPLE, PEASANT HOUSES AND CROPS AND TRIGGERED LANDSLIDES. THE FLASH FLOODS AFFECTED A MOUNTAINOUS AREA OF ABOUT 20 SQUARE KILOMETRES IN THE MUNICIPALITY OF ANDES (120 MILES NORTHWEST OF BOGOTA).

2. ACCORDING TO INITIAL REPORTS FROM THE NATIONAL DISASTER PREVENTION AND RELIEF OFFICE 23 PEOPLE WERE KILLED, 33 INJURED AND 40 ARE
