In January 2017, renewed fighting in Upper Nile and the Equatorias displaced thousands of civilians. In all, over 58,000 South Sudanese sought refuge in neighbouring Uganda in January alone, mainly from Yei, Morobo, Lainya and Kajo-Keji. In Western Equatoria, about 4,000 people fled to Yambio town and another 3,000 displaced to Makpandu, Rimenze Church and Kasia Boma following attacks on Bazungua, Bazumburo, Bodo, Gitikiri and Rimenze villages, north of Yambio town.

Lack of financial resources is jeopardizing WFP and partners’ ability to provide livesaving food assistance to the refugees in eastern Cameroon, leaving a US$16 million gap in funding. A complete gap is expected from June onwards, pending new food consignments. Since last October, a decline in funding had already forced WFP to cut food and cash assistance by half to some 156,000 CAR refugees, who are now surviving on a minimal food ration.

(Kinshasa, 11 February 2017) : On 9 February 2017, after intercommunity clashes erupted in Mbayo (Manono Territory, Tanganyika Province), militiamen entered the General Referral Hospital in Kiambi (130 km North of Manono) and killed one patient and his wife. They also assaulted a medical staff. OCHA condemns this heinous and cowardly attack in the strongest possible terms and expresses its dismay. OCHA also recalls the neutral and impartial nature of health structures and medical staff that must be protected at all times.

(Kinshasa, 10 février 2017) : La communauté humanitaire de la République Démocratique du Congo (RDC) et les autorités congolaises ont lancé aujourd’hui un appel de 748 millions de dollars afin d’assister 6,7 millions de personnes en 2017 - première année d’un Plan de Réponse Humanitaire triennal novateur en RDC. Son objectif est de répondre au cours des 36 prochains mois aux besoins humanitaires de millions de civils touchés par l’une des crises les plus aiguës et prolongées au monde.

Aid agencies in the Democratic Republic of the Congo (DRC) have launched a groundbreaking Humanitarian Response Plan (HRP) requesting $748 million to address the most critical needs of 6.7 millions people trapped in a 20-year crisis in 2017. However, the multi-year HRP aims to allow humanitarian partners to focus on preparedness and flexible, long-term funding. Therefore the plan targets close to 7 million people each year between now and 2019.

Its objective over the next 36 months is to respond to the humanitarian needs of millions of civilians affected by one of the world’s most acute and protracted crises.

In 2016, CERF allocated US$ 295 million – approximately 67 per cent of annual global allocations – to support life-saving humanitarian activities across Africa. Over $166 million was allocated through CERF’s Rapid Response window to kick-start humanitarian operations in response to new or rapidly deteriorating emergencies, while nearly $129 million was allocated through CERF’s Underfunded Emergencies window to help underfunded and neglected emergencies.

Almost 90% of displacements were due to armed violence/conflict1. With 40% of displaced people, North Kivu is the most affected province of all. With the exception of Tanganyika, host families represent the principal source of shelter for IDPs.
