EXECUTIVE SUMMARY

The objective of this overview is to support the development of national-level response and preparedness plans and facilitate joint priority actions in the areas of advocacy, resource mobilization, and coordinated engagement in cross border areas.

There has been a step change in the threat level in the region in 2015. There is an increasing concern about the confluence and compounding impacts of these threats, both at the national and the regional level. The outlook presented here will be updated on a bi-monthly basis.

Overview

Over the past 10 years the SADC region has experienced 545 disaster events which affected approximately 39 million people and resulted in 5,300 deaths (EMDAT). The highest number of disaster events occurred in 2006/2007 and 2011, with fewer disaster events during the last 3 years. Droughts and floods affected the highest number of people. The largest number of people were affected in Malawi, Zimbabwe and Tanzania respectively, with the most people affected during 2005 and 2007.

General developments

Local and parliamentary elections proceeded today as scheduled, despite calls from the political opposition, civil society and the international community to postpone, and despite the political opposition’s decision to boycott the polls.

Sounds of gunfire and blasts have been heard in the capital, Bujumbura, in recent nights, but it is not clear who is involved in these exchanges. A spate of grenade attacks in the city has also occurred, resulting in numerous deaths and injuries. Perpetrators have not been identified.

OCHA’s Regional Office for Eastern Africa (OCHA-EA) provided a recap of key political and humanitarian developments in Burundi for the past two months, including key findings from a joint rapid humanitarian assessment mission.

Displacement and conflict

Around 1.542 million people are internally displaced in South Sudan, and over 546,000 have crossed borders and become refugees. About 106,228 people have fled Burundi, and about 25,000 have left Yemen (where 1 million people are internally displaced)3 for Djibouti and Somalia. Areas of conflict in South Sudan and Yemen remain very difficult for humanitarian organizations to access, pushing more to cross borders in search of assistance.

Le Nord-Kivu compte un effectif cumulé estimé à 570 256 personnes, au 25 mai 2015 . Ceci représente une diminution significative de 36.5% (327 746 personnes) par rapport au cumul du mois d’avril. Cette baisse s’explique par une mise à jour des données qui a consisté en une application systématique de contrôle qualité sur les données. Ces contrôles sont basés sur les principes de gestion de l’information humanitaires et régiront dorénavant toutes les données collectées.

One early morning in November 2012, Olivier*, who had just turned 12 years old, was abducted by armed men while working in the family’s field. The armed men worked swiftly, taking away the boy without a noise. Olivier went on to spend two years as a Mayi-Mayi child soldier.

HIGHLIGHTS

  • South Africa, Kenya and AU put forward own peace plans and initiatives for South Sudan in addition to new IGAD proposal.

  • Fighting in South Sudan now affecting five out of the ten states. Over 28,000 South Sudanese refugees (a 40 per cent increase since April) received in neighbouring countries in the last two months.

  • Food security expected to deteriorate in eastern parts of the Horn region from JuneAugust while average August harvests are expected in the western sector of the Horn.
