Rwandan, Ugandan troops to quit Congo by end Feb

KINSHASA, Jan 31 - Rwandan and Ugandan troops deployed in Democratic Republic of Congo to fight rebels will return home by the end of February, Congolese President Joseph Kabila told journalists in the capital Kinshasa on Saturday.

Thousands of soldiers from Congo's eastern Great Lakes neighbours, which attacked the giant central African country in a 1998-2003 war, launched joint operations with the Congolese army in December and early January.

African leaders meet on DR Congo conflict

ADDIS ABABA, Jan 31, 2009 (AFP) - African leaders from the Great Lakes region Saturday hailed Kinshasa's improved ties with Rwanda as a means of helping end the long-running conflict in eastern Democratic Republic of Congo.

Their meeting on the eve of an African Union summit in the Ethiopian capital, had been designed to focus on peace talks between the Congolese government and rebels led by ethnic Tutsi ex-general Laurent Nkunda.

But in the past 10 days the situation on the ground in eastern DR Congo has changed dramatically.

UN role restricted to planning joint DR Congo/Rwanda operation against rebels

The top United Nations official to the Democratic Republic of the Congo (DRC) stressed today that the world body is only involved in planning and coordinating the joint DRC/Rwanda military offensive targeting ethnic Rwandan Hutu militias.

The UN peacekeeping mission in DRC, known as MONUC, will set up a planning an liaison task force to support the operation aimed at defeating the Forces Démocratiques pour la Libération du Rwanda (FDLR), based in eastern DRC.

Following attacks by suspected Lord's Resistance Army (LRA) fighters in Nabiapai on 26 December, the relocation exercise from the border sites to the Makpandu settlement in Western Equatoria State was temporarily suspended. Transfer from the border sites resumed on 6 January, and as of end January Makpandu hosted 879 individual refugees (422 households). In the meantime, over 2,000 Congolese refugees newly arrived at Ezo, Western Equatoria State due to suspected LRA activities.

ADB finances a road project to open up Burundi and Rwanda

According to a dispatch by the African Press Organization (APO, Tunis, in 17/12/08), African Development Bank (AfDB) Group Board of Directors approved an African Development Fund (ADF) grant of 100 million US$ to Burundi and Rwanda, to finance the Mugina-Bujumbura-Nyamitanga-Ruhwa- Ntendezi -Mwityazo- Gisenyi Road Project. About 970,000 people — 95 percent of the population — in Karamoja are food insecure, compelling an Emergency Operation (EMOP) by the World Food Programme (WFP) to stem widespread hunger. The number of internally displaced persons (IDPs) in northern Uganda requiring assistance has dropped from 1.2 million to about 765,900, bringing the total number of vulnerable people to 1.83 million, including a total of 95,000 refugees from the Democratic Republic of Congo (DRC) and Sudan.
