Uganda threatens to enter DR. Congo to fight insurgents

KAMPALA, Mar 31, 2007 (Xinhua via COMTEX) -- Uganda has threatened to re-enter the neighboring Democratic Republic of Congo (DRC) to fight Ugandan rebel groups who use the vast central African country as a safe haven, a senior government official said here on Saturday.

Minister of Defense Crispus Kiyonga told a news conference that under the right of self defense, Ugandan troops may be forced to re-enter the DRC to eliminate negative elements if the international community and the DRC do not act fast.

Summary / Sommaire

Although a major positive development was made in 2006 with the promulgation of a new law that revised the definition of rape, women still have a key role to play in the fight against sexual violence, by breaking the silence. Without the voice of women to defy sexual taboos related to rape, the vicious cycle of sexual and gender based violence will continue. Besides sexual violence, women face up to hard field works; and successive wars in DRC have rendered their living condition more difficult than ever before.

Uvira: La situation sécuritaire s'améliore à Runingu.

Le commandant des FARDC basé à Runingu ainsi que le chef de groupement de la même localité, ont indiqué à OCHA, qu'il n'y a pas de menace sécuritaire dans le village. Plusieurs familles qui s'étaient déplacées en majorité vers Kiliba (au sud) sont déjà rentrées. Des sources policières ont confirmé cette information en invitant les organisations qui opèrent dans la zone, à continuer leurs activités. - Search and clearance of a total of 71,000 m2 of land through a combination of hand, electronic, and visual techniques

- Removal and destruction a total of 7,346 hazardous items: including 1,810 UXO, 5,471 items of small arms ammunition 17 anti-tank mines and 48 anti-personnel mines

- Completion of 141 clearance and disposal tasks targeting 10,306 beneficiaries

- 118 Dangerous Areas (DAs) identified

- 40 MRE sessions conducted targeting 6,384 beneficiaries

Statut du MDRP en République démocratique du Congo - Mars 2007

Le PNDDR a fait des progrès importants dans l'accomplissement de ses objectifs. La date butoir du 31 décembre pour la démobilisation, fixée par le gouvernement transitionnel de la RDC et acceptée par le CIAT, a été respectée. A ce jour, le PNDDR a procédé au traitement de 157.483 ex-combattants, dont 101.250 ont été démobilisés et 56.127 intégrés dans l'armée (les 106 restants ont été déclarés inéligibles). Status of the MDRP in the Democratic Republic of the Congo - Mar 2007

The PNDDR has made significant progress in achieving its objectives. The December 31st deadline for demobilization set by the DRC transitional government and agreed to by the CIAT has been respected and to date, the PNDDR has processed 157,483 ex-combatants, of which 101,250 were demobilized and 56,127 were integrated in the army (the other 106 were found ineligible). Transitional Allowances continue to be successfully made to all 101,250 demobilized through the Celpay system. Reintegration support for approximately 45,000 demobilized ex-combatants

A severe meningitis outbreak has spread in several areas in Southern Sudan. Humanitarian partners are supporting the Government in the response. But some activities, such as returns and certain food distribution operations, have had to be temporarily halted. The cessation of hostilities agreement between the Government of Uganda and the "Lord's Resistance Army" (LRA) expired on 28 February, raising concerns of new insecurity

DR Congo: Malteser International - food distribution for displaced Congolese people

Cologne/Bukavu. In the province of South Kivu in the northeast of the Democratic Republic of Congo, Malteser International distributes food to more than 20,000 internally displaced persons. As a part of an aid programme financed by the European Commission, the World Food Programme of the United Nations provides 368 tons of foodstuffs (maize, beans and salt).
