Southern Africa Seasonal Monitor December 21, 2012

KEY MESSAGES

-November dryness caused a delay in the start of season in many areas across the region.

-Poor rains during the 2011/12 agriculture season and low rainfall in November have resulted in persistent below-average vegetation conditions and reduced water availability.

-Good rains in early December could help reduce moisture deficits.

-Zambia has reported army worm infestations in several provinces and efforts to control the worms and replant crops are underway.

SADC, KfW and DBSA sign Agreement on a Regional Fund for Water and Basic Sanitation

The Southern African Development Community (SADC) and KfW Development Bank on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) have agreed on establishing a Regional Fund for Water and Basic Sanitation. The Fund will be financed with an initial grant contribution of EUR 10 million by the Government of the Federal Republic of Germany through KfW. The Fund will be managed by the Development Bank of Southern Africa (DBSA).

Climate Prediction Center’s Africa Hazards Outlook For USAID / FEWS-NET December 13 – December 19, 2012

1) Moisture deficits remain following a mid-season dry spell for northern Kenya and southern Somalia that occurred in early November and recent drier than average conditions for much of eastern Africa. With a shortened recovery period in the next several weeks for northern Kenya and southern Somalia and an extended period of dryness for southern Kenya and northeastern Tanzania, this could result in a deterioration of pastoral and agro-pastoral conditions.

Donations to the Government of the Kingdom of Lesotho

The Government of the Republic of Botswana today donated various food items such as beans, sorghum, beef, milk to the Government of the Kingdom of Lesotho in response to an international flash appeal on the drought situation in that country. The donation was received by the Acting Minister of Foreign Affairs of Lesotho Hon. Tim Thahane, accompanied by the Minister in the Prime Minister’s Office Hon. Mophato Monyake.

Southern African Agriculture and Climate Change: Botswana

This summary note is an excerpt from the chapter on Botswana that will appear in the peer-reviewed IFPRI monograph, Southern African Agriculture and Climate Change: A Comprehensive Analysis.

The research, produced in collaboration with scientists from the countries studied, is based on scenarios from economic global climate change models, and takes into account estimates of each country’s economic and population growth. Each study includes a set of policy recommendations.

Security, Defence and Gender Training and Education Workshop

On 2-4 May 2012, the Centre for Strategic Studies (CSS) at the University of Botswana hosted a SADSEM/DCAF Security, Defence and Gender Training and Education Workshop. The workshop brought together seven Southern African Defence and Security Management (SADSEM) network institutions, DCAF and several local gender resource persons. The eighteen workshop participants initiated a process to review and adjust SADSEM’s training curriculum for their executive short courses on security and defence issues in order to ensure that it incorporates gender issues.

HIGHLIGHTS

  • In line with the original SARCOF forecast, the latest SADC CSC update predicts normal to above-normal rainfall for most of the region, with significant exceptions.

  • The whole of Madagascar is now expected to receive above-normal to normal rainfall, increasing the chances of flooding.

  • The first tropical cyclone this season – Anais – formed on 12 October and dissipated by 19 October without making landfall.

  • Early flooding in South Africa led to the Declaration of Provincial Disaster in the Eastern Cape.

It was the first time the rains had come so early, and they came hard in western Botswana, catching many people unaware. The damage caused in Inalegolo village in the Kgalagadi district was immediate.

Heavy downpours that started October 24 damaged or destroyed 72 homes, dozens of valuable animals were killed, and food stocks have been left soaked and inedible.

Botswana designs implementation strategy for SRHR/HIV

Botswana is the only country of seven Southern African nations that has developed an implementation strategy for the Sexual and Reproductive Health and Rights linkages with HIV and AIDS (SRHR/HIV) project.

This was said by project coordinator, Mrs Josephine Tlale when giving the background, achievements and challenges of the project at the SRHR/HIV workshop recently.
