In this report, the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people, Professor S. James Anaya, presents his observations and recommendations on the situation of indigenous peoples in Botswana, focusing on those groups that have been historically marginalized and remain non-dominant parts of society. This report arises out of an exchange of information with the Government, indigenous peoples, and other interested parties and follows the Special Rapporteur's visit to Botswana between 19 and 27 March 2009.

1. The Working Group on the Universal Periodic Review, established in accordance with Human Rights Council resolution 5/1 of 18 June 2007, held its third session from 1 to 15 December 2008. The review of Botswana was held at the 1st meeting, on 1 December 2008. The delegation of Botswana was headed by Hon. Mr. Dikgakgamatso Seretse, Minister for Defence, Justice and Security. At its meeting held on 3 December 2008, the Working Group adopted the present report on Botswana.

1. A significant increase in the numbers of persons of concern to UNHCR brought new challenges in 2006. While there was a 14 per cent increase in refugee numbers from the previous year, the Office's involvement, together with other humanitarian partners, in protecting and assisting internally displaced persons (IDPs) under the inter-agency cluster approach, resulted in a doubling of IDP figures. Thanks to better data capturing, many more stateless people have been identified, also swelling numbers.

I. Introduction

1. The present report has been prepared pursuant to General Assembly resolution 46/182 of 19 December 1991, in which the Assembly requested the Secretary-General to report annually to it and to the Economic and Social Council on the coordination of humanitarian assistance, Council resolution 1995/56 of 28 July 1995, in which the Council requested the Secretary-General to submit a comprehensive report on humanitarian assistance, and subsequent resolutions.
