MESSAGE: Tropical Storm Harvey formed east of the central Lesser Antilles. Tropical Storm Warnings are issued for Saint Lucia, Barbados, Saint Vincent and the Grenadines. A Tropical Storm Watch is in effect for Dominica.

THE SITUATION: As at 5:00pm (EDT), three (3) low pressure systems surge over the Tropical Atlantic Ocean.

This 12-month report reflects progress against the objectives as well as a revised budget to reflect changes within budgetary lines. The Haiti Red Cross Society began responding to the Zika outbreak in April 2017 through support made available from USAID within this Emergency Appeal. Their work is coordinated from the IFRC Caribbean Cluster office and a revised budget supports their inclusion in this Operation. In addition, the appeal has been extended for an additional 4 months (ending on 31 December 2017).

The Caribbean is vulnerable to multiple natural hazards, including hurricanes, floods and earthquakes. The education sector is particularly vulnerable, and over the last two decades, this sector has suffered major damage and losses due to the impact of natural hazards. The frequency and intensity of these events are projected to increase as a result of climate change, thereby posing greater threats to the education sector.

Since epidemiological week (EW) 44 of 2016, no additional countries or territories of the Americas have confirmed autochthonous, vector-borne transmission of Zika virus disease. To date, 48 countries and territories in the Americas have confirmed autochthonous, vectorborne transmission of Zika virus disease,while five countries have reported sexually transmitted Zika cases.

The following is a summary of the epidemiological situation by sub-regions.

BRIDGETOWN, Barbados, Jul 20 2017 (IPS) - The Caribbean accounts for seven of the world’s top 36 water-stressed countries and Barbados is in the top ten. The Food and Agriculture Organisation (FAO) defines countries like Barbados, Antigua and Barbuda, and St. Kitts and Nevis as water-scarce with less than 1000 m3 freshwater resources per capita.

With droughts becoming more seasonal in nature in the Caribbean, experts say agriculture is the most likely sector to be impacted, with serious economic and social consequences.

RESPONSE HIGHLIGHTS

• UNICEF is now implementing Care and Support activity for families affected by Congenital ZIKV Syndrome in Dominican Republic, Honduras, Guatemala, Brazil and Belize. To date 556 families across the region have benefited from non-clinical care and support interventions.

BELIZE CITY, Belize – A new study by the Inter-American Development Bank (IDB) estimates that 4.2 million people in Small Island Developing States (SIDS) in the Caribbean and in the Pacific are living in areas that are prone to flooding due to rising sea levels.

Bridgetown, Barbados May 30, 2017 – 31 participants from the disciplined forces, including police, military and fire services are taking part in the annual CARICOM Disaster Relief Unit (CDRU) training, which is being held at the Caribbean Disaster Emergency Management Agency (CDEMA) Coordinating Unit and the Headquarters of the Regional Security System (RSS) in Barbados from May 29 – June 2, 2017.

The CDRU is a specialised humanitarian response team equipped to provide assistance to any of the eighteen CDEMA Participating States, affected by natural or technological hazard.

RESPONSE HIGHLIGHTS

  • UNICEF is working with partners to directly provide nonclinical care and support to 68 families with babies affected by Zika Congenital Syndrome in the Dominican Republic, and over 350 in Brazil.

  • Ministries of Health in the region such as in Honduras and Guatemala are reporting increased numbers of cases of Congenital ZIKV Syndrome. As a result of this UNICEF is working with partners to improve surveillance and detection mechanisms both for ZIKV and its consequences.

Hurricane Matthew tested readiness levels of Caribbean countries’ health services and their staff, as well as the technical capacity of PAHO/WHO for mobilization and response.

The Category 5 hurricane put thousands of people at risk in Cuba, the Turks and Caicos Islands, the Dominican Republic, Haiti, and the United States, and Colombia.
