Secretary-General Kofi Annan, who has closely followed developments in Bolivia ever since street protests led to the resignation of President Carlos Mesa earlier this year, today voiced satisfaction at Sunday's peaceful elections and offered United Nations help in addressing the challenges that lie ahead.

Bolivians look to left, pick anti-US president

LA PAZ, Dec 19 (AFP) - Leftist anti-US activist Evo Morales has claimed a decisive victory in Bolivia's presidential election and is virtually assured a spot in history as the country's first indigenous head of state.

"We have won," Morales glowed, rallying thousands of cheering supporters, as exit polls showed him with 51 percent of the vote late Sunday.

His right-wing chief rival, ex-president Jorge Quiroga, conceded defeat.

Indio candidate Morales wins Bolivian presidential vote

La Paz (dpa) - Indio candidate Evo Morales won Sunday's Bolivian presidential election by a landslide, according to exit and opinion polls. His closest rival conceded defeat.

The survey of voters leaving polling stations put support for Morales, socialist leader of Bolivia's indigenous coca farmers, at 51.3 per cent. Morales, 46, will be the first Bolivian president from the country's 70 per cent majority Indios.

A senior United Nations official arrived in Bolivia today as a show of support for peaceful and democratic elections this weekend as an envoy of Secretary-General Kofi Annan, who has closely followed developments there ever since street protests led to the resignation of President Carlos Mesa earlier this year.
Assistant Secretary-General for Political Affairs Angela Kane will deliver a message from Mr. Annan to the current Eduardo Rodriguez, the head of the Supreme Court, who was sworn in as President in June after months of protests.

Bolivia: Annan says Sunday's elections offer chance to advance cause of peace

Secretary-General Kofi Annan has called on the people of Bolivia to maintain a "peaceful and constructive attitude" during elections to be held on Sunday.
That message was conveyed in a letter to President Eduardo Rodríguez Veltzé delivered on Mr. Annan's behalf by the Assistant Secretary-General for Political Affairs, Angela Kane, who met with the Bolivian leader in La Paz today.

United Nations Secretary-General Kofi Annan, who has closely followed developments in Bolivia ever since street protests led to the resignation of President Carlos Mesa earlier this year, is sending a senior envoy to the Andean country to express his support for peaceful and democratic elections this weekend.
Assistant Secretary-General for Political Affairs Angela Kane is expected to meet with current President Eduardo Rodriguez on Thursday. Mr. Rodriguez, head of Bolivia's Supreme Court, was sworn in as President in June after months of protests.

Dispatch of election observers for the general elections of the Republic of Bolivia

1. To support the fair and peaceful implementation of the General Elections in Bolivia (Presidential and Vice-presidential elections; elections to the Senate and the Chamber of Deputies; and department governors' elections) to be held on December 18 (Sun), the Government of Japan has decided to send two election observers (one scholar and a staff member of the Japanese Embassy in Bolivia) to the country. The observers will join the Election Observation Mission dispatched by the Organization of American States (OAS) at the request of the Government of Bolivia.

Bolivia: Commission releases €1 million to support democratic governance

The European Commission will provide €1 million, under its Rapid Reaction Mechanism, to give urgent support to key actions in favour of democratic governance in Bolivia. In view of the challenges facing Bolivia in the run-up to the December elections and in order to support and strengthen democratic institutions in the post-electoral period, the Commission will support a number of measures to assist Bolivian efforts to consolidate national stability.
