DAKAR, 30 December 2010 (IRIN) - This year in West Africa natural and man-made disasters - from floods to fighting - brought anguish and emergency assistance, and left communities, aid workers and analysts mulling the long-term causes.

The always harsh lean season brought a nutrition crisis in Niger, Chad and other parts of the Sahel; a massive aid operation saved many lives, experts say, but the very fact that under-nutrition regularly kills children in the region means prevention measures need just as much attention.

SAHEL AND WEST AFRICA Food Security Outlook October 2010 through March 2011

Key Messages

- Food security conditions across the region are steadily improving with the increasingly widespread harvests and large shipments of rainy season crops to markets since October.

- Nominal prices for different crops are falling in production zones but are still high in deficit areas which are still awaiting an influx of commercial trade. This is contributing to the moderate levels of food insecurity found mainly in the northeastern Sahel and among poor urban households after last year's severe food deficits.

- In general, food availability is above-average

PORTO NOVO, Benin, 28 December 2010 - Over the past two months, Benin has experienced some of the worst floods of its history. Today, as the water is receding, the long-term consequences of the crisis are starting to emerge.Even in the country's southern districts, where floods are reported almost every year, inhabitants were caught off guard and had to flee their homes. In many rural villages, most of the crops have been ruined.

Rome, 20 December 2010 - West African farmers have succeeded in cutting the use of toxic pesticides, increasing yields and incomes and diversifying farming systems as a result of an international project promoting sustainable farming practices.

Around 100 000 farmers in Benin, Burkina Faso, Mali and Senegal are participating in a community-driven training programme (West African Regional Integrated Production and Pest Management (IPPM) Programme) executed by FAO.

Global Fund awards Plan $52 million for health programs

The Global Fund, a global partnership to prevent and treat HIV and AIDS, tuberculosis and malaria, has awarded Plan over $52 million for a set of health projects in Benin, Togo and Cameroon.

Global Fund has signed an agreement with Plan Benin to put in place a five year HIV project in the country entitled "Acceleration of access to services for the prevention of HIV infection, of care and treatment and for community support."

Started in October with a budget of almost $15 million for the first 27 months, it is hoped the project will help

Malaria prevention and control are major foreign assistance objectives of the U.S. Government (USG). In May 2009, President Barack Obama announced the Global Health Initiative (GHI), a six-year, comprehensive effort to reduce the burden of disease and promote healthy communities and families around the world. Through the GHI, the United States will invest $63 billion over the next six years to help partner countries improve health outcomes, with a particular focus on improving the health of women, newborns, and children.

Highlights

- The FAO Food Price Index continued to rise in November.

- International prices of wheat and rice increased significantly in November and early December. Prices of maize remained firm.

- In Asia, prices of rice further strengthened in the past month while prices of wheat remained high.

- In Africa, prices of cereals are declining or stable and at low levels in all sub-regions.

- In Central America, prices of beans are at record levels. Prices of maize that had seasonally declined remained generally stable.

Benin Floods Response: Niger Area Transport Assessments on 23-26 Nov 2010

Context

Low lying areas along the Niger River which marks Benin's North-Western border, have been severely affected by recent flooding. The Logistics Cluster team conducted a transport assessment collecting information on affected areas.

Existing maps are not sufficient guides, as villages are located or named incorrectly and information on roads and tracks is patchy.

The assessment was conducted in villages throughout Malanville. Some of the areas were completely cut off during the floods and others were partially inaccessible.
