Refugees in Ethiopia: May 2013

The past two years have seen the refugee population in Ethiopia nearly double. This is due to the influx of more than 100,000 Somalis into the Dollo Ado region, and a stream of Sudanese entering the country in the region around Assosa. A steady, but significant, number of Eritreans have also entered Ethiopia's Afar and Tigray regions.

Press briefing notes on Burundi and Egypt

Spokesperson for the UN High Commissioner for Human Rights: Rupert Colville
Location: Geneva
Date: 7 June 2013

1) Burundi

We regret the promulgation on June 4 of a press law which could infringe on the freedom of press in Burundi. Back in April, the UN human rights office in Burundi urged that the draft law be revised to ensure its conformity with international human rights standards. Unfortunately their suggestions do not appear to have been taken fully into account.

Burundi, a nation divided over land

06/07/2013 02:52 GMT

by Esdras NDIKUMANA

BUJUMBURA, June 7, 2013 (AFP) - For the crowded and grossly impoverished country of Burundi, struggling to rebuild after decades of unrest and war, land is one of the most emotive issues of all.

Now as refugees return home to swell the already overpopulated central African country, the question of who owns property that changed hands during long years of war is raising tensions between the long time rival groups, the Hutu and the Tutsi.

Those returnees included two among those who were part of the delegation that visited Rwanda earlier last April through “Come and See, Go and tell” program. After realizing that the country is safe and they had been told lies, they returned in the camp in Burundi with conviction to sensitize their fellow refugees to return home.

Forced Migration Review No. 43: States of fragility

Fragile states are risky environments. Many states fail in their responsibilities to their citizens but those states which are fragile, failed or weak are particularly liable to render their citizens vulnerable. Failures of authority or legitimacy can lead to the emergence of significant organised violence; the impact of this can then be compounded by the failure of the state to protect its citizens, especially minorities.
