Introduction

This publication addresses policy-related issues arising from displacement as a result of the Nagorny Karabakh (NK) conflict. Its purpose is to promote awareness of possible societal responses to Track 1 outcomes on this issue, to discuss broadly possible modalities and likely obstacles, and to shape policy to make it more responsive to on-the-ground realities.

Individual rights, societal choices: Confronting legacies of displacement in the Nagorny Karabakh conflict

Over one million people lost their homes as a result of the Nagorny Karabakh (NK) conflict. This is a legacy that any future peace agreement must address, and reasonable opportunities to realise the right of return, or receive alternative compensation, will be central to its overall legitimacy.

After 20 years of displacement, fulfillment of rights to justice will need to take different forms, depending on the context in which a displaced individual or their descendent finds him- or herself.

Armenian Official: Yerevan 'Vulnerable' To Powerful Earthquake

YEREVAN -- Most of the residential buildings in the Armenian capital Yerevan may not withstand a powerful earthquake and are in urgent need of strengthening, an official from the National Seismic Defense Service has warned, RFE/RL's Armenian Service reports.

Gurgen Namalian, head of an urban construction division at the government agency, said "those buildings...need to be strengthened from the seismic viewpoint so that they...withstand anticipated strong earthquakes."

Statelessness: More than 3,000 stateless people given Turkmen nationality

DASHOGUZ, Turkmenistan, December 7 (UNHCR) – As soon as she was handed her citizenship papers, Guljahan Egenova began thinking excitedly about the whole new future ahead of her. "I am proud," said the pretty 24-year-old during a recent ceremony in the northern Turkmenistan city of Dashoguz.

She had been stateless since 1995, when her parents moved to Turkmenistan. "With my new nationality, I get the right to pursue higher studies, I get the right to vote and I will be able to travel freely," the young woman said, with a big smile.

Armenia Sends Earthquake Relief Aid To Turkey

YEREVAN -- Armenia says it will send a planeload of humanitarian aid to the survivors of a powerful earthquake in southeastern Turkey that killed more than 500 people and left thousands of others homeless, RFE/RL's Armenian Service reports.

The Armenian Emergency Situations Ministry announced that a transport plane will deliver 40 tons of tents, sleeping bags, blankets, and other aid to the western Turkish city of Izmir on October 28.

Rapid Response Payment Request No. 10 for landslide in Armenia

DETAILS OF THE EMERGENCY:

Torrential rains received in the north-western region of Tavush in Armenia caused a landslide which buried several cars on the main road close to Lchkadzor village near the border with Georgia rendering it impassable. The landslide was 200 m long and 60 m in height. A number of trucks and cars rolled into Debed river as a result. Electricity is cut off in the neighbouring communities because of damaged power lines.
