Caucasus: Nagorno-Karabakh gains a constitution but little clarity for future

Report
EurasiaNet
The disputed territory of Nagorno-Karabakh, a remote, predominantly ethnic Armenian region formerly held by Azerbaijan, gained a constitution on December 10, but the impact of the vote remains contentious. The international community, if it followed the referendum at all, criticized it as a potential threat to ongoing, delicate talks between Armenia and Azerbaijan over the territory. But for the separatist leadership itself, the vote was no more than a natural step in its 15-year journey toward full-fledged independence.

"The constitution is not the answer

"In the end it will have negative rather than positive consequences.

Such a referendum does not contribute to a peaceful resolution," Azerbaijan's Foreign Minister Elmar Mammadyarov told journalists on Monday.

Between 2001 and 2005, the number of respiratory diseases registered in Armenia increased by 45 percent to just over 161,000 cases, according to statistics from the Ministry of Health.

Armenia/Azerbaijan: Karabakh problem may be solved in 2006

Report
Arminfo
Yerevan, October 19. ArmInfo. The Karabakh problem may be solved by the end of this year as the international mediators said earlier, says the leader of non-parliamentary Progressive Liberal Party of Armenia Hovhannes Hovhannissyan.

He says that two months ago the international community realized that it would not be able to solve the Karabakh conflict in the context of the Iranian problem and global geo-political processes. The only moot point of the problem is Kalbajar. The most optimal scenario would be if Armenia ceded 7 districts to Azerbaijan in exchange for the
