Karabakh Commander warns Azerbaijan against launching offensive

Lieutenant General Seyran Ohanian, who is commander in chief of the armed forces of the unrecognized Nagorno-Karabakh Republic, on 27 December warned Azerbaijan that the enclave's army is "better prepared than ever before" and "ready to repulse the enemy" and carry out a successful counteroffensive, according to RFE/RL's Armenian Service and Mediamax, as cited by Groong. Azerbaijani officials, including President Heidar Aliev and Defense Minister Colonel General Safar Abiev, have repeatedly hinted that Azerbaijan might resort to arms to bring Karabakh

Commission adopts five new humanitarian aid decisions worth more than €5.6 million

The European Commission has recently taken humanitarian decisions concerning Côte d'Ivoire (€1.5 million), Georgia (€1.3 million), Armenia (€0.5 million), Senegal (€0.75 million) and Thailand (€1.565 million). The assistance is channelled through the Humanitarian Aid Office (ECHO), which comes under the authority of Commissioner Poul Nielson.

To date, 130 countries have ratified the 1997 Mine Ban Treaty, and an additional 16 have signed it. 1. The North Atlantic Alliance, at its Prague summit, did not invite Albania to become a member. While seven other ex-communist countries have started Accession Talks, Albania was considered not to be ready at this stage. However, the NATO Secretary General, during his visit to the country, confirmed that Albania remains a potential candidate to be considered at a next summit.

NATO official hails increasingly close cooperation with Armenia

CIS-7 poverty reduction strategy forum sees new opportunity to reduce poverty

The third Forum on Poverty Reduction Strategies for CIS-7 countries-Armenia, Azerbaijan, Georgia, Kyrgyz Republic, Moldova, Tajikistan and Uzbekistan-was held in Almaty, Kazakhstan during December 11-13, 2002.
The Forum provided a well-received opportunity to share experiences in designing and implementing poverty reduction strategies. Most of the countries are close to finalizing, or have already finalized their strategies. Background Summary
The three countries of the South Caucasus - Armenia, Azerbaijan, and Georgia - were union republics of the Soviet Union before gaining their independence in 1991. Since that time they have all dealt with political and ethnic turmoil, economic collapse, and war. The crowning achievements of these countries over the course of a difficult transition period have been the preservation of independence and the establishment of peace, however tenuous.

Iran to export electricity to Azerbaijan and Armenia

Abdulhussein Fazlollahi, deputy head for coordination and management of Iran's Power Generation and Transmission Organization (Tavanir), said on 8 December that Iran is to export 360 megawatts of power to Azerbaijan and Armenia to alleviate their winter energy shortage, IRNA reported. Fazlollahi added that Iran imported the same amount of electricity from those two Caucasus republics during the summer. Fazlollahi predicted that up to 500 megawatts of electricity will be transferred to Azerbaijan once new transmission lines become available. BS

Everyday battles of Karabakh war wounded

Karabakh Armenians disabled by the war with Azerbaijan are fighting for their rights.

Eduard Abramian was wounded in 1992 in battles defending his home village of Maraga - spinal cord injures left this healthy, energetic man wheelchair-bound.

In a sense, though, Abramian and his family are very lucky, as he is one of the few disabled veterans of the 1991-4 Nagorny Karabakh war that have received a full course of medical treatment.

Armenian President accuses Azerbaijan of backtracking on Karabakh

Robert Kocharian said in his address to the Euro-Atlantic Partnership Council session in Prague on 22 November that Azerbaijan subsequently rejected a settlement of the Karabakh conflict that the two sides agreed on during talks last year in Paris and Florida, Noyan Tapan and RFE/RL's Yerevan bureau reported. Armenia, Azerbaijan make 'small step' to resolve Karabakh conflict: reports

BAKU, Nov 21 (AFP) - The heads of state of Armenia and Azerbaijan said Thursday they had made "a small step" towards resolving their long-running conflict over the separatist enclave of Nagorno-Karabakh after they met for talks in the Czech capital, Azeri media reported.

The two neighbouring countries both claim the mountainous enclave and are locked in a tense military standoff which is fuelling tension in the already volatile south Caucasus region.
