World Bank Supports Enterprise Development in Armenia

The World Bank has approved a credit equivalent to US$16.75 million to help finance an Enterprise Development Project. The project will increase the creditworthiness of Armenian companies through
improved planning, and development of export links and joint venture deals to enhance investment, imports, exports and
technology. It will also strengthen the lending capacity of the banking system, especially for export-oriented projects, and will
provide medium and long-term financing to companies.

OSCE Summit: France Expected To Co-Chair Nagorno-Karabakh Talks

Lisbon, 1 December 1996 (RFE/RL) - Diplomats at the European security conference say France is expected to succeed Finland as co-chairman of the deadlocked negotiations between Armenia and Azerbaijan on Nagorno-Karabakh.

Finland steps down this week after 20 months as co-chairman with Russia. Diplomats said Russia made clear it preferred France over the other candidates, the United States and Germany. The other members of the 11-nation negotiating group are also expected to support France.

HIGHLIGHTS
The Presidential inauguration went ahead, as planned, on 11 November.

A follow-up to the CIS Conference, involving a consultation-meeting with Armenian NGOs sponsored by IOM and UNHCR, was held in Yerevan from 13-14 November.

A resolution from the European Parliament on 14 November called for new elections in those districts where violations had occurred in the Presidential election.

The Constitutional Court s decision on 23 November on the Presidential election case, declared the election valid.

Talks Fail To Produce Progress On Nagorno-Karabakh

Helsinki, 25 November 1996 (RFE/RL) - Armenia and Azerbaijan have again failed to reach agreement on a set of principles for ending the Nagorno-Karabakh dispute.

The failure of the week-long talks in Helsinki means the negotiators will have nothing to take to the European summit in Lisbon next week. Finland and Russia, which co-chair the negotiations, had hoped to present the summit with a set of principles on which a political settlement could be based.

Armenia Situation Report No.4

HIGHLIGHTS
Interest in the Presidential election process, results and aftermath by the OSCE and other bodies continued during October.

USAID declared its winterisation - kerosene heating programme, this being vital for the low-morale, education sector, and certain vulnerable beneficiaries.

Wheat shipments for monetisation continued to arrive under the USA and German assistance programmes, to help meet the country's continuing food requirements.

The variety of health assistance activities is an indication of the range of continuing humanitarian needs in that sector.

Armenia: Azerbaijan Said To Refuse To Work On Joint Statement

Yerevan, 19 November 1996 (RFE/RL) - A spokesman for Armenian President Levon Ter-Petrosyan says Azerbaijani officials refuse to cooperate further on drafting what is called a declaration of principles on settling the conflict over Nagorno-Karabakh.

Such a document was due to be presented and possibly signed at next month's summit meeting in Portugal of the Organization for Security and Cooperation in Europe (OSCE). The OSCE sponsors the peace talks that are co-chaired by Russia and Finland.

Armenia: Leading Armenian Opposition Figure Rejects Govt. Claim

Yerevan, 27 September 1996 (RFE/RL) -- A leading Armenian opposition figure has denied government claims that opposition parties organized a coup against the government this week.
"Police have beaten members of my political party, The Union of National Self-Determination, and arrested other members. The party no longer exists," said Paruir Hairikian, a Soviet-era dissident, in an interview with our correspondent in his Yerevan apartment today. Government officials could not be immediately reached for comment on the claims.

Armenia/Azerbaijan: Negotiators To Tackle Karabakh Deadlock

Helsinki, 10 September 1996 (RFE/RL) - International negotiators, trying to resolve the long-standing Nagorno-Karabakh conflict, will meet this month for more discussions on how to break the deadlock.

An 11-nation negotiating group is still trying to draw-up a basic statement of principles which Armenia, Azerbaijan and ethnic Armenian representatives of Nagorno-Karabakh could accept as a basis for concrete negotiations to turn the current ceasefire into a permanent settlement, a spokesman told RFE/RL today. The ceasefire has been in effect since May 1994.

Today Marks Anniversary of 'Nagorno-Karabakh' Republic

Baku, 2 September 1996 (RFE/RL) -- Today is the fifth anniversary of the declaration of the "Nagorno-Karabakh republic" by separatist Armenians in Azerbaijan.
Azerbaijan's government last month issued a warning that any involvement by the Erevan government in celebrations marking the anniversary will be viewed by Baku with contempt.

Nagorno-Karabakh is an enclave in Azerbaijan on its border with Armenia. The enclave's Armenian majority has been seeking to break away from Azerbaijan since 1988.

Armenia/Azerbaijan: Ministers Enroute To Meeting In Germany

Baku, 28 August 1996 (RFE/RL) -- Senior representatives of Azerbaijan and Armenia have departed their countries for talks in Germany this week on the political future of Nagorno-Karabakh, according to confirmed reports.
International diplomats declined to be quoted on the record about the meeting. Interfax news agency quotes Azerbaijan State Foreign Policy Adviser Vafa Galuzade as saying his government considers the talks to be of great importance.

Quiet Diplomacy About A Hidden Conflict

Helsinki, 27 August 1996 (RFE/RL) -- A flurry of quiet diplomacy is concentrating this month on developing a formula for stabilizing a shaky truce in Nagorno-Karabakh.

Russian mediators won a ceasefire two years ago last May between the ethnic Armenians of the Karabakh Mountain enclave and Azerbaijani government forces seeking to prevent its out-and-out secession from Azerbaijan.

But the agreement to cease active hostilities did not include a solution of the question of Nagorno-Karabakah's demand
