The European Council on Foreign Relations today publishes the European Foreign Policy Scorecard 2010, the first comprehensive annual assessment of Europe's performance on the world stage.

The Scorecard - which looks at how member states and EU institutions contributed to the successes and failures of Europe's foreign policy - shows how preoccupation with economic crisis led to the marginalisation of foreign policy in national capitals.

The Office of Weapons Removal and Abatement in the U.S. Department of State's Bureau of Political-Military Affairs (PM/WRA) has released the 8th Edition of "To Walk the Earth in Safety," a report summarizing the accomplishments of the U.S. Humanitarian Mine Action Program, the world's largest such operation.

In 2008, the Department of State provided $123.1 million in mine clearance and weapons destruction assistance to 35 countries. Among the report's success stories is Cambodia, where U.S.

Armenia: Rapid assessment of the impact of the global financial crisis

EXECUTIVE SUMMARY

The rapid assessment in Armenia is part of a series of six case studies conducted by WFP on the effects of the global financial and economic crisis on households' food security. The assessment was hosted by the Ministry of Labour and Social Issues (MLSI) and led by WFP in close cooperation with FAO, ILO, IOM, UNDP, UNFPA, UNICEF, UNIDO and UNHCR. It is based on a secondary data review of macro-economic indicators and a rapid qualitative food security assessment among vulnerable livelihood groups in rural and urban Armenia.

Such declarations are permitted under the European Convention on Human Rights, but only "in time of war or other public emergency threatening the life of the nation".

EU funding priorities in Eastern Europe for refugee protection, migration management and border reinforcement

This research paper focuses on the European Union funding priorities in four Eastern European countries neighbouring the EU (Belarus, Moldova, Russia and Ukraine) for refugee protection, migration management and border reinforcement, which has been completed by the Eastern Europe project funded by the EU's Aeneas programme. The research was undertaken from Autumn 2007 to Spring 2008, with a final update in November 2008. The focus of the research is on EU's funding programmes in 2004-2007.

Highlights

FAO's first forecasts for cereal production in 2002 and utilization in 2002/03 indicate that output will remain below the expected level of utilization and stocks will have to be drawn down again in 2003 for the fourth consecutive year. However, supplies are expected to remain ample, particularly of wheat and coarse grains.

Despite a generally favourable global food outlook, some 34 countries around the world are experiencing food shortages. The emerging situation in southern Africa gives particular cause for concern (see box on page 6).
