This revised Emergency Appeal seeks 13,686,550 Swiss francs (increased from 2,595,467 Swiss francs) to enable the International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Ethiopia Red Crescent Society (ERCS) in assisting 318,325 people for nine months. The expanded operation will focus on the following sectors: health; water, sanitation and hygiene (WASH); livelihood, nutrition, food security. It also reflects a substantial increase in the target population, number of activities, an enlarged geographic scope and timeframe for implementation.

Le cyclone tropical intense Enawo, cyclone de catégorie 4 sur l'échelle de Saffir-Simpson, a touché terre dans la région de SAVA (Sambava-Andapa-Vohémar-Antalaha) au nord-est de Madagascar le 7 mars 2017, puis s’est déplacé en tant que dépression tropicale vers le sud en suivant la forme d’un arc traversant le centre et le sud du pays, avant de quitter le pays dans la matinée du 10 mars.

Summary

Despite widespread emergency response in Ethiopia’s agriculture sector last year to the El Niño-induced drought, humanitarian needs remain high in 2017. New threats to food security are emerging – including severe drought in southern and southeastern pastoral areas and a growing refugee crisis in Gambella Region. Livelihood recovery will remain slow for El Niño-affected farmers, especially those in areas where harvests were below average.

OVERVIEW OF THE CRISIS

Magnitude of the cyclone Intense Tropical Cyclone Enawo, a category 4 on the Saffir-Simpson scale, made landfall in north-eastern Madagascar’s Sava region on 7 March and then moved southward across central and south parts of the country while declining to a tropical depression before exiting the country on the morning of 10 March 2017.

1. Overview

The Emergency Livelihoods Response Plan (ELRP) is a tool that allows the Food and Agriculture Organization of the United Nations (FAO) to scale up its response in Yemen to prevent the already dramatic levels of food insecurity and malnutrition from worsening.

Ukraine - Three years into the conflict-related crisis in Eastern Ukraine there are acute humanitarian needs, including access to shelter, work, essential services, and even food and water.

IOM has just announced plans for its assistance to the civilian population for 2017, with a programme to reach over 180,000 people in critical need that will cost USD 25 million to implement.

The drought is affecting 23 out of 47 counties reported to be at alarm stage. The current drought situation is predicted to last until July 2017. It comes with an urgent plea from government and community leaders for local and international assistance to respond to immediate emergency needs, followed by an early recovery phase of rebuilding pastoral and farmer’s lost livelihoods.
